My DSi came with system menu 1.2u and when I tried updating I had a network error that canceled the update. Before this happened I couldn't access the shop and after this happened (but before update 1.4) I could go into the shop! I successfully accessed the shop (well, it fully connected) before I did the new update. It was pretty fast so I suspect it only updates one title.
