If you do not update, you can't access the DSi Shop.

System Menu 1.4.2 was released globally on 10 May 2011. This includes China, the China version is 1.4.3C.
Note
If you don't update, you can't use the DSi Shop. Sudokuhax still works, unknown if copying Sudokuhax from SD card to "internal memory" still works.
