TWLCFG1.dat is a copy of /Nand/shared1/TWLCFG0.dat which contains settings for the DS profile which includes the Name, Message, Birthday, and favorite color. Corrupting or deleting this file will not result in the DSi going back into the first boot setup but instead a new copy of /Nand/shared1/TWLCFG0.dat will replace it.
